A New plan for Iraq

Maura Stevens New Plan for Iraq is a good outline for positive action. I would add two more points: 1) build democracy from the bottom up, empowering local villages, communities and towns to become self reliant. Nepal has a Panchayyat system, whereby five families put up a representative, and five of these put forward a representative, and so on until they have access to Government. 2) use this structure to build an ecological economy, concentrating on provision of water, food, shelter energy and waste management. Pouring attention and energy into this constructive effort will divert energy and attention away from conflict.
