Tom Sauer is a research fellow at the Institute for International and European Policy (IIEP) at the Catholic University of Leuven, Belgium. He is the author of Nuclear Inertia: US Nuclear Weapons Policy after the Cold War (IB Tauris/Palgrave, 2005).
