Ashraf Ghani is chairman of the Institute for State Effectiveness. He was finance minister of Afghanistan from July 2002 âÛÒ December 2004. He is co-author (with Clare Lockhart) of Fixing Failed States: A Framework for Rebuilding a Fractured World (Oxford University Press, 2008)
