Copyright issues for virtual art museums

I am currently working with a non-profit visual arts organization that is wrestling with the issue of copyright laws as they apply to building a virtual art museum with 9,000 images (of paintings). Our legal advisors have told us that the original creators of the art are the owners of the copyright. Almost all of the artists that created these paintings died many years ago. Obviously, we have no way of knowing how to contact the inheritors of the copyrights for the paintings. Is there any way for us to still comply with the Copyright laws, when it would be virtually impossible to contact the legal owners of the copyright? Any ideas would be greatly appreciated!

I'm not a specialist on the subject, but from what I know and use is the creative commons which can give copyright under various surcomstances. http://creativecommons.org/ prehapes it's of use. Sofus graae
