As with the scheduled elections in 2006, they were described as having been held in a &quot;free and fair&quot; manner by international organisations, such as the Organisation of Security and Cooperation in Europe (<a href="http://www.osce.org/item/26824.html">OSCE</a>) and the Council of Europe. Ukraine has now held two free elections in a row and is only one of three countries in the Commonwealth of Independent States (<a href="http://cde.mtuci.ru/distance/cis_countries_map.htm">CIS</a>) that holds them (the others being Moldova and Georgia).
