 <description>&lt;p&gt;Alan García Perez – someone who most Peruvians never imagined would regain the sash of office, after his first period as head of state (1985-90) ended in hyperinflation and political crisis – was sworn in as president on 28 July 2006, among all the pomp and ceremony of his country&amp;#39;s independence day.
