However, he seems a very different Alan García to the figure sworn in <a href="http://www.pbs.org/wgbh/commandingheights/lo/countries/pe/pe_overview.html" target="_blank">twenty-one years ago</a>, when he used his inaugural speech as a platform to announce Peru&#39;s unilateral moratorium on debt-service payments.
