 <description>&lt;p&gt;Two reactions on my part--I&amp;#39;m no civil or other engineer--but if Putin blames the Soviet government for lack of upkeep, why didn&amp;#39;t he put some of that money made in his early years as president to refurbishing or replacing hydroelectric dams that are 40+ years old??  He put it all in nationalizing the oil and upgrading the military to pound Georgia and/or Ukraine with--if and when necessary.  From the looks of pictures shown on both BBC-News and the New York Times last Thursday, it has been a LONG time since anyone has even cleaned things up or removed metal and cement pieces of trash that now merely hinder the search for people and cause more clean up to be done before they can rebuild the fallen section.  Hopefully for the people in the area they will be able to gain light and heat for the coming winter from the part of the dam that is left.  And once the destroyed part is replaced,  Russia needs to rebuild the older part.  Will the money and workers be there??&lt;/p&gt;

 <description>&lt;p&gt;In 1998 I was on the dam as consultant four a grouting trial test  (repair of the rock fondation).&lt;br /&gt;
I have an hypothesis regarding this disaster.&lt;br /&gt;
