Trade Blocs and such...

I'm a student doing a little research on regional trade blocs/free trade organizations and why a state may choose not to participate in one. I was surprised to discover that not a whole lot of countries turn down participation in a trade bloc. Anyone out there know of a good example of this? I know Japan's been somewhat "iffy" about joining ASEAN or AFTA until very recently...how about with Mercosur, EU, NAFTA, GAFTA, EurAsEc?
