Anthony Barnett (London, OK): “I take the view that it is part of being a good citizen, proving who you are, day in day out” Liam Byrne MP, the Minister of State for Immigration, Citizenship & Nationality, told a Chatham House conference today, after telling the Today programme ID cards would become a great British institution, like the Poll Tax perhaps. This speech may help dispel the illusion.
