Peer accountability is fine, except that a particular topic may need accountability from people that are not only peers, but that represent particular stakes in an issue. For example, if energy production has to be accountable, taking into account only the point of view of local habitants can lead to decision of low-cost but otherwise contaminating sources of energy. Ecologists represent another issue at stake: the environment.
For this reason, modern processes of accountability are multiple-stakeholder, and not only an affair of peers.
