Its a funny joke. Don't take it seriously. Surely everyones definition of rampaging animals are different. So where will we draw the line at what to shoot? Furthermore putting them in zoos makes more money. And in this world, as you well know, money talks. Good luck trying to convince people to shoot "rampaging" animals.
