Just as we were wondering ["what the hell civil society is"](http://www.opendemocracy.net/debates/article.jsp?id=3&debateId=122&articleId=2375) on openDemocracy, [access2democracy](http://www.access2democracy.org/a2d/content/en/index.aspx?ref=opendemocracy.net) reports the [World Bank-Civil Society Joint Facilitation Committee (JFC)](http://lnweb18.worldbank.org/ESSD/sdvext.nsf/66ParentDoc/ParticipationandCivicEngagement?Opendocument&ref=opendemocracy.net) is conducting[ a survey](http://www.surveymonkey.com/Users/82547365/Surveys/70812822283/F3DAF73C-4E39-4C51-B212-08A14DAD1FFB.asp?U=70812822283&DO%5FNOT%5FCOPY%5FTHIS%5FLINK&ref=opendemocracy.net) in advance of formulating a recommendation on how to make the World Bank "more transparent, accountable, and responsive to the concerns of civil society". With all the [fuss](http://opendemocracy.typepad.com/wsf/2005/03/orgs%5Fpetition%5Fa.html?ref=opendemocracy.net) about Wolfowitz, they should be getting lots of responses.
