Luis is a member of Matrix Chambers and a former trade negotiator. He specialises in international law, international trade and dispute settlement. Prior to joining Matrix, Luis was Deputy General Counsel for International Trade Negotiations of the Government of Mexico. He negotiated more than 10 free trade agreements signed by Mexico including the FTA with the European Union, EU Customs Cooperation Agreement and the FTA with the EFTA states. Luis was also legal advisor for Mexico in the negotiation of the bilateral investment treaties with the United Kingdom, China, India, Spain, Panama, Ukraine and Russia. Luis holds a Master’s degree in European Union Law from Charles III University of Madrid.
