Malcolm Stevens is an independent consultant (criminal justice, social care and children’s services). He is the former UK Commissioner at the International Juvenile Justice Observatory in Brussels and a former Director of Secure Training Centres. As the British Government’s professional advisor for children who committed serious crimes at the time of the Bulger case, he had contact with both Robert Thompson and Jon Venables and oversaw their programme of detention and rehabilitation.
