**Anthony Barnett (London,** [**OK**](http://ourkingdom.opendemocracy.net/2007/05/08/hot-off-press-call-for-new-settlement/?ref=opendemocracy.net)**):** There is an article just published in oD about the disc fiasco by [Sandra Bell](http://www.opendemocracy.net/article/institutions%5Fgovernment/data%5Fprotection)**.** She puts it in the context of the government's "transformational" agenda which I didn't know about... We have been warned!

The public sector demonstrates perhaps the widest extremes, as either assurance is very high (because of [national security](http://www.cesg.gov.uk/site/about/index.cfm?menuSelected=5&displayPage=5&ref=opendemocracy.net)) or very low (to enable the [transformational-government](http://www.cio.gov.uk/transformational%5Fgovernment/strategy/?ref=opendemocracy.net) agenda).
