**Anthony Barnett (London,** [**OK**](http://ourkingdom.opendemocracy.net/?ref=opendemocracy.net)**):** The vigilant Dizzy [has spotted](http://dizzythinks.net/2008/01/exclusive-brown-to-create-new.html?ref=opendemocracy.net) an advert which suggests a new government department is being created. He suspects it will be a merger of the Scottish, Welsh and NI offices into a...what 'British' office? We'll see. It still continues to astonish me that the Prime Minister can carve up Whitehall creating and vapourising departments of state with a parliamentary debate let alone approval.
