# Policing and its oversight at times of threat

**Patrick Corrigan (Belfast,** [**Amnesty NI**](http://www.amnesty.org.uk/content.asp?CategoryID=314&ref=opendemocracy.net)**):** Ten years on from the landmark [Patten report](http://www.nio.gov.uk/a%5Fnew%5Fbeginning%5Fin%5Fpolicing%5Fin%5Fnorthern%5Fireland.pdf?ref=opendemocracy.net) on policing in Northern Ireland, authored by former Conservative minister and Hong Kong governor general Chris Patten, this Saturday the SDLP are to stage a half-day conference on "policing and it's oversight at times of threat".

The event could hardly be more timely, coming as it does in the week that:

\- the extended detention (under the Terrorism Act 2006) of six terrorist suspects by the PSNI was [overturned](http://sluggerotoole.com/index.php/weblog/comments/terrorism-act-detention-extension-overturned-by-high-court/?ref=opendemocracy.net) by Lord Chief Justice Sir Brian Kerr;

\- [complaints](http://news.bbc.co.uk/1/hi/northern%5Fireland/7960436.stm?ref=opendemocracy.net) were aired by the NI Human Rights Commission about the conditions for detention at Antrim PSNI station where the murder suspects were being held;

\- further allegations of police [neglect](http://www.belfasttelegraph.co.uk/news/local-national/officer-accused-of-neglect-over-lack-of-detailed-notes-14241199.html?ref=opendemocracy.net) were made during the inquiry into the killing of Robert Hamill;

\- saw the conclusion of a [civil case](http://www.belfasttelegraph.co.uk/news/local-national/after-a-year-of-evidence-all-thatrsquos-left-now-in-bomb-case-is-a-ruling-14242601.html?ref=opendemocracy.net) (bar the judgement - expected in June) brought by families of the victims of the [Omagh bombing](https://www.opendemocracy.net/modules/tinymce/tinymce/jscripts/tiny%5Fmce/blogs%5Fentry.asp?eid=1786) in the absence of successful criminal cases, which at least some of the family members believe is a direct result of a botched investigation;

\- BBC Panorama journalist John Ware appeared before the NI Affairs Committee to give a stout [defence](http://www.belfasttelegraph.co.uk/news/local-national/bbc-journalist-fiercely-defends-omagh-bomb-phone-claims-14242600.html?ref=opendemocracy.net) of his claims that the intelligence services failed to share vital intercept information with the police before and after the Omagh bombing.

This last claim, that the intelligence services failed to cooperate with the PSNI, is all the more worrying now that [MI5](http://www.rusi.org/downloads/assets/06%5F09%5FHSM%5FMarch08.pdf?ref=opendemocracy.net) has assumed responsibility for national security in Northern Ireland. It recently issued a police-style [appeal](http://news.bbc.co.uk/1/hi/northern%5Fireland/7940634.stm?ref=opendemocracy.net) for information to assist in the investigation of the killings of members of the security forces.
