Truly the best-of-the-web, and a project I would like to see expanding to many more cities across the globe: the City of Paris associated itself with two photos agency to launch Paris en Images, which offers more than 15,000 images of the capital. You can browse around the site or "visit" the city by neighbourhoods, you can also search (in english) for black and white pictures, or request portraits only. The site's main objective is to "facilitate access to Paris' photographic heritage". Now imagine if such an initiative was to be encouraged for every capital? I bet it would give many people tourism ideas.
