The Club de Madrid’s International Summit on Democracy, Terrorism and Security was the largest gathering of terrorism and security experts that has ever taken place. Held on the first anniversary of the Madrid train bombings in March 2005, it aimed to generate a new consensus on how to tackle the threat from terrorism. The conference’s full proceedings, including transcripts and audio of more than 30 panel discussions as well as the conclusions of 17 working groups, are all reproduced here.

The Madrid Summit inspired another great conference, the National Policy Forum on Terrorism, Security and America’s Purpose, organised by the New America Foundation and supported by the Club de Madrid. Bringing together senior lawmakers, security professionals and experts from across the United States and beyond, the meeting was described as the most influential Washington conference of 2005 by the Washington Post.
