Heffer spots Brown's blue side

Anthony Barnett (London, OK): Simon Heffer, a proud signatory of the Power petition and supporter of an English parliament, perceives the other side of the coin to the Prime Minister's reformist project in the conclusion to his column in Today's Telegraph:

"Indeed, much of yesterday's recipe, like Mr Brown's public persona as a leader, is deeply old-fashioned. With his professed love of Parliament, his devotion to the Union, his respect for the Queen, his pursuit of change within established frameworks and parameters, his reluctance to change the electoral system and his detestation of plebiscites, he cuts an almost reactionary figure. It is clever of him to discern what the nation cries out for, and to give them what they so desire: a force of conservatism".
