Has he written it already?

Guy Aitchison (London, OK) Following his unopposed coronation by a near-unanimous Labour party a 'humbled' Brown gave his official acceptance speech, and it looks like he's moving fast on the constitution:

"And I will bring forward reform proposals to renew our constitution with the first draft constitutional reform bill later this year."

The speech doesn't go into much more detail than this, but what's worrying for democrats is the suggestion that Brown thinks he already has the answers. He talks of a 'conversation with the country' and mentions repeatedly the need to 'listen' to the people, but the real test of whether Brown is serious about 'building trust in our democracy' will be whether he ditches the endless consultations and focus groups and builds the kind of concrete democratic processes that give people a real say in how they are governed.
