In negotiations between the Colombian government and the FARC-EP guerrilla forces, the country served as a laboratory for almost every issue of modern peacemaking. We asked the Colombian experts who acted as advisers and decision makers at the negotiation table in Havana, Cuba, to share the lessons learned from this process and the innovations created for each major challenge that arose, including: process design, land reform, disarmament, political participation, illicit drugs, transitional justice, gender issues, endorsement, ratification and implementation mechanisms, and many more. Numerous lessons were distilled from this very creative process. Those interested in learning about modern peace negotiations, as well as the complexities that arise in the implementation process, would do well to study the Colombian case; it will serve as a global reference for years to come.
This project is the result of a collaboration between democraciaAbierta and the Institute for Integrated Transitions (IFIT). It was built upon discussions with advisers of the Colombian negotiating delegation, now members of the IFIT Brain Trust for the Colombian Transition, at a course entitled "Peacemaking in Colombia" held in Barcelona in July 2017. The project presents a wide range of opinions on the negotiations, the resulting final agreement and its current phase of implementation. The Negotiating Timeline
Beginning with secret meetings in 2012, the peace negotiations ran for four years and covered six thematic blocks. In this section, the advisors explain each of these themes in relation to process design, negotiations, confidence-building measures, and endorsement, validation and implementation mechanisms.
