The basis of citizenship

Anthony Barnett (London, OK): The fundamental basis of citizenship is entitlement not socialisation. The early announcement on the BBC and in today's Guardian that Ministers are intent on introducing a "national British day to complete a 'citizenship revolution'" raises lots of interesting questions. If true it seems to suggest that they do not understand this cardinal distinction. The most ominous word in the news story is "complete". Always beware of those who wish to totally "complete" something. There are real issues around how we live together. Insisting on learning English gives people a power of language and access which, for example, can help prevent the virtual internment of women in their homes. A test for fluency in the English language is one thing. A test for what you say in it when you have mastered the language is another.
